Hillsborough County Government consists of many independent agencies and thousands of employees.  We provide a wide range of municipal services to the citizens of Hillsborough County, including law enforcement, fire protection, street construction and maintenance, courts, libraries, parks and recreation, planning and zoning, property appraisal, tax collection, water, sewer, and solid waste collection services. In addition, we also employ professionals, paraprofessionals, and clerical staff in a wide range of service support functions, including management, finance, information technology, human resources, facilities, communications, etc.

IDEAL CANDIDATE PROFILE

  • Bachelor's Degree in Accounting, Finance, or other related field.
  • Four or more years of professional experience managing account receivables, account payables, and budget controls for a large municipal agency.
  • Two or more years experience supervising employees, including performance management and discipline.
  • Advanced knowledge of governmental accounting and auditing principles, practices, procedures, methods, and theory.
  • Advanced knowledge of computerized applications such as Oracle. Working knowledge of RecTrac recreation software.

MINIMUM QUALIFICATIONS

A Bachelor's degree in Accounting or Finance; and
Four years of experience as a professional accountant.

JOB SPECIFIC COMPETENCIES

  • Knowledge of governmental accounting and auditing principles, practices, procedures, methods, and theory.
  • Knowledge of computerized accounting systems to include automated accounting systems and their applications.
  • Knowledge of the specific accounting and reporting requirements and the complete accounting cycle of the organization to which assigned.
  • Knowledge of budgetary procedures and controls.
  • Knowledge of supervisory principles, practices and procedures.
  • Ability to schedule, assign, monitor, review and evaluate the work of assigned subordinates.
  • Ability to analyze and audit accounting, fiscal, payroll and leave data, reports and statements.
  • Ability to prepare accounting and audit records, statements, and reports.
  • Ability to read, comprehend, interpret and apply job related laws, rules, policies and procedures.  
  • Ability to develop computer based spreadsheets, graphs, summaries, and reports.

REPRESENTATIVE DUTIES

  • Plans, organizes, directs, controls, and/or supervises assigned accounting and financial functions, programs, and systems.
  • Plans and supervises all accounting functions and activities including disbursements, budget development and analysis, revenue accounting, and preparation of statistical and/or fiscal reports; may manage related functions such as payroll, purchasing and inventory control.
  • Formulates, or participates in the formulation of accounting policies, systems, controls and procedures, and monitors their implementation; evaluates effectiveness of, and recommends changes of existing accounting and budgetary systems and controls.
  • Provides consultation as a technical lead or manages subordinates on specific accounting functions; evaluates the performance of subordinate staff providing guidance, training and assistance as needed to ensure effective and timely completion of assignments.
  • Coordinates activities with other departments to ensure adequate flow of pertinent information.
  • Reviews and approves nonrecurring accounting entries and adjustments.
  • Prepares complex analysis and reports on accounting problems or projects.
  • Provides advice and assistance to departments on a variety of accounting problems.
  • Performs related work as required.
